A. Go with what is the easiest at birth. If it has more internal than external plumbing you remove what's outdoors, hope for the best, and tell them when they are old enough to understand.
B. Wait for the child's gender identity to form and let the behavior decide. Such things surface as soon as they start running and playing. 3-5 years old.
C. "Fix" them and let them find out from a doctor in their mid thirties when they learn why they can't get pregnant.
